The NGO that sponsored this, Rating Group, is hardly a Kremlin front. It is a decidedly Western-oriented organization that conducts polls for USAID, UNICEF, the IRI, the NED, the World Bank, and so on. If anything Rating Group would have an interest in downplaying calls for negotiations.
