Some clarification on "pre-distribution"

It's a weasel word the left would do well to avoid.

Yesterday, a procession of wonks — Marshall Steinbaum, James Medlock, Matt Bruenig, and Dean Baker — got into it over “predistribution.” Blogger Matt Yglesias chimed in as well.
